Ask how many pages 1,000 words makes and every answer agrees: about 2 pages single-spaced, about 4 double-spaced. The agreement is real. The explanation attached to it is not.
Grammarly states "1,000 words is about 2 pages single-spaced or 4 pages double-spaced" and attributes the figure to 12-point Times New Roman or Arial. Reedsy gives the same two numbers under the same assumption. The numbers are inherited from somewhere else.
Where 250 actually comes from
Standard manuscript format is the layout publishers asked for when manuscripts arrived on paper. Wikipedia's description of it gives the whole basis: 25 lines to a page, and an editor could "easily assume that there are 10 words per line" and so "easily count 250 words per page."
Those two figures are not observations. They are consequences of the geometry, and you can rebuild both from the format's own specification.

Nothing in that chain was measured from a document. Each step is a property of the format, which is why the answer lands on a round number and why it is exact for that format and only that format.
The line count is real too. Nine usable inches of height, divided by the 24-point line pitch of double-spaced 12-point type, gives 27 slots. The convention takes 25 and spends the rest on the running head and the page number.
The ten-characters-to-the-inch part is the whole thing
That "10 pitch" is what makes the arithmetic work, and it is a property of monospaced type. Twelve-point Courier is 10-pitch by definition: every character, from the letter i to the letter W, occupies exactly one tenth of an inch. That is 7.2 points of width, always, for every glyph.
Times New Roman is proportional. Its i is narrow, its W is wide, and its characters average less than 7.2 points at the same 12-point size. The same 6.5-inch line therefore holds more than 65 of them.
More characters a line means more words a line, which means more words a page. So a real 12-point Times New Roman page holds more than 250 words double-spaced, and 1,000 words fills fewer than 4 pages of it.
What the estimate is good for
It is still the right number to quote, for one reason: it is the number the people setting the requirement are using. A 1,000-word assignment, a 4-page assignment and a 250-words-a-page convention are the same instruction wearing three hats.

Read the column you were actually given. Double spacing is the default in academic submissions, so a page requirement in a syllabus is almost always the left-hand number, and single spacing halves it rather than changing anything else.

What actually moves your page count
Four settings decide it, and only one of them is the word count.

Line spacing
The largest single lever, and the only one that is exactly a factor of two. Going from single to double halves the words on a page and doubles the pages.

The typeface
A proportional face fits more characters on a line than a monospaced one at the same size, so it holds more words on a page. This is the assumption most guides state and then ignore.

Point size
Affects both directions at once: larger type is wider per character and taller per line, so it costs pages faster than it looks like it should.

Margins
Only the horizontal ones change the words per line. Widening both side margins from 1 inch to 1.25 removes half an inch of text width, which is five characters a line out of 65.
That last figure is worth keeping in mind, because margins are the setting people change when they are short. Half an inch of extra margin costs roughly one word in every thirteen.
Getting a number for your own document
Do
- Quote the convention when someone else set the requirement — it is the number they used
- Read the spacing before the page count; it is worth a factor of two on its own
- Type or paste your real text into the counter rather than estimating from a draft length
- Check the page count in the actual document before submitting, since only it knows your font
- Treat the estimate as an upper bound on pages, not a target to write down to
Don't
- Assume 250 words a page describes a Times New Roman document — it describes a typewriter
- Change margins or point size to reach a page count that was set as a word count
- Mix the two columns: 4 pages double-spaced and 4 pages single-spaced are different assignments
- Expect a printed book to follow any of this, since book pages are set entirely differently
