Twenty-four, on every day except the two a year when the clocks change. Where daylight saving is observed, the spring-forward day runs 23 hours between local midnights and the autumn-back day runs 25. UTC days are always exactly 24 hours.
A converter divides by 24 regardless. If the span crosses a clock change, the calendar and the arithmetic will disagree by an hour.

The formula, worked line by line
The ratio is exact and inherited. A day is 24 hours, a division that reaches back to Egyptian practice and was never rationalised the way the metre and the kilogram were. There is no average and no leap rule in this conversion.

The only exception is local and civil rather than physical. Moving the clock forward inside a day removes an hour from it; moving it back adds one. UTC, which has no daylight saving, keeps every day at exactly 86,400 seconds.

On two local days a year this answer and the calendar disagree. Twenty-four hours from 00:00 on the spring-forward day is 01:00 the next day, not midnight, because an hour was skipped in between. The duration is right; the wall clock has moved.
Why 24 and not 10
The twenty-four hour day is inherited rather than designed. It comes from Egyptian practice of dividing daylight and darkness into twelve parts each, and it survived metrication because the second was defined against it rather than the other way round — the SI second began as a fraction of the mean solar day.

All four are exact. The 86,400 figure is the one machines use, and it is why POSIX defines a timestamp day as exactly that many seconds regardless of leap seconds.
Work in UTC, display locally
The reliable pattern for anything that computes durations is to hold instants in UTC, do the arithmetic there, and convert to local time only for display. Every bug in this area comes from doing the subtraction on wall-clock values that a government moved.
How to use the hours to days converter
A day is 24 hours, so dividing by 24 gives days. Both units are whole-number multiples of the hour and the conversion carries no rounding, which makes this one of the simplest pieces of arithmetic on the site and one of the easiest to state a caveat about.
The caveat is that a civil day and 24 hours are not always the same thing. In any jurisdiction that observes daylight saving, one local day a year is 23 hours long and one is 25. The arithmetic keeps dividing by 24 and the calendar does not.

For most uses the difference is invisible. Converting 500 hours to 20.83 days does not care which days those were. It starts to matter when the answer is turned back into a date, or when hours are being counted from local timestamps for pay, billing or compliance.
The clean rule is to do the arithmetic in UTC and present it locally. UTC has no daylight saving and every UTC day is exactly 86,400 seconds, so a duration computed there is a real duration. Converting to local time afterwards is a display decision rather than a maths one.

The two days that are not 24 hours
Daylight saving does not change the length of a day in any physical sense. It changes the local civil clock, and because a civil day runs between consecutive local midnights, moving the clock inside that window makes the day shorter or longer as measured in elapsed hours.
In the United States the rule is statutory: daylight saving begins at 2:00 a.m. local time on the second Sunday in March and ends at 2:00 a.m. local time on the first Sunday in November, with the clock advanced one hour. States may exempt themselves, which is why Arizona and Hawaii do not observe it.

The worker was present for the same wall-clock window on all three nights and for different amounts of actual time. Whether they are paid for seven, eight or nine hours is a policy question; getting the number right is an arithmetic one, and only UTC gives it reliably.
The European rule is defined in UTC rather than local time, which removes one class of confusion: summer time begins at 01:00 UTC on the last Sunday in March and ends at 01:00 UTC on the last Sunday in October, so every member state changes simultaneously rather than at its own 2 a.m.
Durations against dates
This page answers how long something is, not when it ends. Five hundred hours is 20.83 days as a duration and that figure is stable. The date 500 hours from now depends on the time zone, the clock changes in between, and where in the day you start.
The distinction matters most for deadlines expressed in hours. A 72-hour notice period is three days of elapsed time, and the calendar date it expires on can move by an hour across a clock change — enough to shift it into the previous or following day if the deadline sits near midnight.

Only the first row is a conversion. The others need a calendar, and a calendar needs to know where you are.
For anything unattended — a cure time, a soak test, a fermentation, a rental — the duration is the right answer and the clock change is irrelevant, because the process does not read a clock. It is only when a human or a contract reads a local date that the hour reappears.
