The formula, worked line by line
The conversion divides by eight, and the eight is a definition shared by both systems. What differs is the gallon underneath it. The US liquid gallon is exactly 231 cubic inches, which became exactly 3.785411784 litres when the inch was fixed at 2.54 centimetres in 1959.

The imperial gallon was defined from the other end, originally as the volume of ten pounds of water and now fixed at exactly 4.54609 litres. Two exact definitions reached independently, which is why the ratio between them is an unmemorable 1.2009.

Eight imperial pints would also give one gallon, but a different one: 4,546.09 millilitres against 3,785.41. The arithmetic cannot tell the two apart, which is precisely why this conversion is worth being careful about when a source crosses borders.
Where the 20.09 percent comes from
It is simply the ratio of the two gallons: 4.54609 divided by 3.785411784 gives 1.2009. Because both systems then split by the same numbers, that one figure converts any imperial liquid measure to its US namesake and back, at every rung from the fluid ounce to the gallon.

The fluid ounce is the exception that proves the rule. It is the one rung where the imperial unit is smaller, because the imperial pint contains twenty of them rather than sixteen.
The dry pint is a third quantity
Alongside both liquid pints the United States keeps a dry pint of 33.6003125 cubic inches, or about 550.61 millilitres, used for produce sold by volume. It belongs to the bushel system rather than the gallon system, so it does not divide into gallons at all.
How to use the pints to gallons converter
A gallon is eight pints, and that count holds in both the US and imperial systems. The division is exact and carries no rounding error, because the pint was defined as an eighth of the gallon rather than measured against it. The complication is which gallon, and therefore which pint, is meant.
A US pint is 16 US fluid ounces at 473.18 millilitres. An imperial pint is 20 imperial fluid ounces at 568.26. Both are an eighth of their own gallon, so the ladder is structurally identical and every rung of the imperial one is 20.09 percent bigger than its US counterpart.

Because the count matches, this is the easiest place in the two systems to get confused. Reading eight pints to the gallon and assuming the pints are the same is a mistake the arithmetic will never catch, since the ratio really is eight in both cases and only the underlying size differs.
For a cook the pint-to-gallon conversion appears at batch scale: brining, stock, preserving, brewing. A gallon of brine is eight pints, and a recipe written per pint scales up by simple multiplication as long as every quantity in it uses the same pint throughout.

Why a pint is a pound in one country and not the other
The rhyme is an American one and it is approximately true there. A US pint is 473.18 millilitres, and water at about a gram per millilitre makes that roughly 473 grams, or 1.04 pounds. Four percent out is close enough for a mnemonic and close enough for most rough cooking arithmetic.
In Britain the same rhyme fails, and it fails by design rather than by accident. The imperial gallon was originally defined as the volume occupied by ten pounds of water. Split that eight ways and an imperial pint of water weighs exactly a pound and a quarter, which is where the British version of the saying comes from.

The British saying is "a pint of pure water weighs a pound and a quarter", which is exact rather than approximate because the gallon was built from the pound in the first place. The American rhyme is a convenient rounding of a unit that was never defined by weight at all.
The practical use is sanity-checking. If a recipe or a spec gives both a volume in pints and a weight in pounds, the ratio between them tells you which system it came from. Near parity means US; a factor of about 1.25 means imperial, and the recipe is describing a fifth more liquid than it looks.
The same count, a different size
Both systems divide the gallon into four quarts, eight pints and sixteen cups or their equivalents. That shared structure is why conversion tables so often list the ratios without naming the system: the ratios genuinely are identical, and it is only the parent gallon that differs.
The US gallon is exactly 231 cubic inches, inherited from an English wine gallon the United States kept at independence. The imperial gallon is exactly 4.54609 litres, defined in 1824 when Britain abolished its older gallons. Neither is a rounding of the other; they are separate exact definitions.

A conversion table that gives only ratios is correct and useless for crossing between the systems. The only number that carries the difference is the gallon itself.
Where a source gives a metric figure alongside, the question resolves immediately. A pint printed as 568 millilitres is imperial and one printed as 473 is American, and neither needs any conversion beyond reading. Where no metric figure appears, the country of origin is usually the only clue available.
