The seconds are the tell. A decimal that reads back with leftover seconds was rounded on its way in — 7.33 is not 7 hours 20 minutes, it is 7h 19m 48s. If this number came off a timesheet, the original minutes are gone and cannot be recovered from the decimal alone.

Quarters are the easy case and they cover most of what appears on a timesheet, because most rounding rules snap to quarter hours. Anything landing on .25, .5 or .75 converts to a whole number of minutes and needs no thought at all.
That rounding is worth understanding rather than worrying about. Two decimal places on an hour resolves to 36 seconds, so a payroll figure can differ from your actual clock time by up to eighteen seconds in either direction per entry. Across a fortnight of shifts that is under five minutes, which is why nobody chases it.

The two awkward rows are thirds, and they are awkward because a third of an hour is 20 minutes exactly but a third written as a decimal is not. 0.33 and 0.67 are approximations of something that has no exact two-place decimal form.

This is a quarter-hour rounding rule applied to both ends, which is common and often lawful. Whether it is fair depends on whether it rounds in both directions over time; a rule that always rounds against the worker is a different matter and worth raising.
Doing this once per pay period is usually enough. If the converted figure matches your clock time to within a minute or two the system is behaving; if it consistently comes out low, there is a rule in place that somebody should be able to explain.
Why payroll uses decimals at all
Because pay is a multiplication. Hours times a rate has to produce money, and 7 hours 45 minutes cannot be multiplied by an hourly rate without converting it first. Decimal hours make every downstream calculation ordinary arithmetic.

Two-decimal rounding is not where money goes. Quarter-hour rounding rules are: snapping every clock-in and clock-out to the nearest fifteen minutes can move a fortnight by well over an hour, in whichever direction the rule happens to favour.
Why thirds never come out cleanly
Twenty minutes is exactly a third of an hour, but a third has no exact decimal form. Written to two places it becomes 0.33, which is 19.8 minutes, and 0.34 overshoots to 20.4. The gap is small and it is the reason a twenty-minute break can never be recorded exactly in a two-decimal field.
