The formula, worked line by line
A division by an exact constant, then a multiplication to make the answer readable. The foot has been exactly 0.3048 metres since 1959, so 30.48 centimetres is a definition rather than a measured conversion factor, and no better value exists.

Everything that goes wrong here goes wrong at the second step. Skip it and you publish a decimal that looks like a height and is not one. Do it and forget the carry, and you can print five foot twelve. Both failures are visible in real converters today.

Twelve inches is a foot, so the rounded value has to carry. A converter that prints 5 ft 12 in has done the arithmetic right and the notation wrong, and it is a surprisingly common bug.

Every whole number of inches converts exactly, because the inch is exactly 2.54 cm. It is the reverse direction, from whole centimetres, that lands between inches.
Why 6 ft is not 183 cm
Six feet is 182.88 centimetres. The familiar 183 is that rounded to the nearest whole centimetre, which is fine in conversation and wrong in a document that also states the height in feet. If both figures appear together they should reconcile, and 183 cm converts back to 6 ft 0.05 in.
How to use the centimeters to feet converter
A foot is exactly 30.48 centimetres, so dividing by that figure gives decimal feet with no approximation anywhere. The number it returns, though, is not a height anyone would say out loud, and turning it into one is where this conversion actually gets interesting.
Divide 175 by 30.48 and you get 5.7415 feet. That is five feet and 0.7415 of a foot. Multiply the fraction by twelve and the leftover is 8.9 inches, so 175 cm is 5 ft 8.9 in — five foot nine, near enough. The 74 in the decimal has nothing to do with inches at all.

This is the single reason people report that height converters contradict each other. One tool shows 5.74 and another shows 5 ft 9, and if you read the decimal as inches the two look irreconcilable. They are the same measurement written two ways, and almost no page says so plainly.
A few heights convert exactly rather than approximately, because the inch is exactly 2.54 cm. Five foot nine is exactly 175.26 cm, six foot is exactly 182.88 cm and five foot is exactly 152.4 cm. Working the other way from a whole number of centimetres almost never lands exactly, which is why the inch figure usually has a decimal on it.

The two steps, and why one is always skipped
Converting a height from centimetres is a division followed by a multiplication, and the second step is the one that disappears. The division gives feet as a decimal. The multiplication turns the leftover decimal into inches. Stop after the first step and the answer is arithmetically correct and socially useless.

The rounded answer, five foot nine, is exactly 175.26 cm — a quarter of a centimetre above where we started. That gap is the rounding, not an error, and it is why converting back and forth between the two systems rarely returns the original number.
There is a shortcut worth knowing. Convert to total inches first by dividing by 2.54, then split that by twelve. 175 divided by 2.54 is 68.9 inches; 68.9 divided by 12 is 5 with 8.9 left over. Same answer, and the intermediate figure is one you can sanity-check at a glance.
How much precision a height actually carries
Clinical measurement records height in centimetres, typically to the nearest tenth of a centimetre. Everyday self-reported height is given to the nearest inch, which is 2.54 cm — a much coarser step. Converting between them cannot add precision, and quoting a converted height to two decimal places implies a measurement nobody took.

Rounding to the nearest inch is nearly six times coarser than rounding to the nearest centimetre, which is why converted heights cluster oddly when a dataset has passed through both.
That coarseness has a visible effect on any list of heights collected in one system and displayed in the other. Converted to inches, a set of centimetre measurements will pile up on certain values and skip others, and the gaps are an artefact of the conversion rather than anything about the people measured.
