Decimal feet and feet-and-inches are two different notations for the same length. Reading one as the other is the commonest error on this conversion.

The formula, worked line by line
One division and, if you want a readable answer, one multiplication after it. The foot is twelve inches by definition, so nothing here is approximate and no source disagrees about the factor. The awkwardness is entirely in how the result is written down.

Say it out loud once and the trap stops working. Three quarters of a foot is nine inches, so 5.75 ft is 5 ft 9 in. Nine tenths of a foot is 10.8 inches, so 5.9 ft is 5 ft 10.8 in — which is why writing a height as 5.9 and meaning five foot nine is out by nearly two inches.

The metric figure is exact rather than rounded, because the inch is defined as exactly 2.54 cm. Sixty-nine of them is 175.26 cm with nothing left over, which is unusual — most height conversions do not land so cleanly.
Why twelve, and why it survived
Twelve divides by two, three, four and six, which made it useful before decimal arithmetic was common: a third of a foot is four inches exactly, where a third of a metre is not a round number of centimetres. That divisibility is the whole argument for the unit, and it is a real one.

These took effect in the United States on 1 July 1959. Writing "1 inch is approximately 2.54 cm" is wrong: it is a definition, and there is nothing left to measure.
Which means the common claim that imperial conversions are inherently imprecise is false. They are exact. What they are is awkward: the ratios are 12, 3, 5,280 and 43,560 rather than powers of ten, so they have to be memorised individually instead of following a rule.
How to use the inches to feet converter
Twelve inches make a foot, exactly and by definition, so the division carries no uncertainty. What causes almost every problem on this conversion is not the arithmetic but the notation: a decimal number of feet and a feet-and-inches measurement look similar, are written similarly, and mean different things.
Take 69 inches. Divided by twelve that is 5.75 feet. Written as a height it is 5 feet 9 inches. Those are the same length. But 5.75 does not contain a 9 anywhere, and 5 feet 9 inches contains no 75 — the decimal 0.75 is three quarters of a foot, and three quarters of twelve is nine.

This is why two calculators can look like they disagree. One returns 5.75 and one returns 5 ft 9 in, and a reader who assumes the decimal is the inch count concludes that one of them is broken. Neither is. They are answering in different notations and neither page usually says so.
The safest habit is to never write a height as a bare decimal. Use the inch mark, or write the words. If a form demands a single number, give total inches rather than decimal feet, because total inches cannot be misread: 69 is unambiguous in a way that 5.75 and 5.9 are not.

Read down the middle column and the decimals go 50, 75, 83, 92, 00. Read down the right and the inches go 6, 9, 10, 11, 0. The two columns never look alike, which is exactly the point.

Turning decimal feet back into inches
The recovery step is one multiplication and it is the step everybody skips. Take the whole number of feet, then multiply whatever is after the decimal point by twelve. That gives the inches. It is the same mixed-radix move as reading a decimal hour back as minutes, and it fails the same way when it is left out.

Two operations, not one. The division alone gives a number that is correct and unreadable as a height; the multiplication is what makes it mean something to a person.
Rounding introduces one more trap. If the inch figure rounds up to twelve, the answer is not five foot twelve — it is six foot zero. Any conversion that can produce 12 in the inch position needs that carry, and calculators that skip it will occasionally print a height nobody would ever say aloud.
Which notation belongs where
Different fields settled on different conventions, and mixing them is what produces the errors above. Construction and surveying in the United States work in decimal feet, because arithmetic on tenths is easier than arithmetic on twelfths. Heights, timber and everyday measurement use feet and inches. Engineering drawings often use inches throughout.

One consequence worth knowing: a spreadsheet column holding heights as decimals will sort and average correctly, and a column holding them as 5.9 and 5.10 will not. Sorted as numbers, 5.10 comes before 5.9, which is the opposite of what the person entering them meant.
