Eight US cups is exactly 2 quarts, because a quart is four cups. That is 1,892.71 millilitres, or a half gallon. The division is a definition rather than a rounding, so it stays exact at any quantity: 6 cups is 1.5 quarts and 10 cups is 2.5.
A pot rated at 2 quarts will not hold 2 quarts of simmering liquid — cookware is sold by brim capacity, not working capacity.

The formula, worked line by line
The conversion divides by four, and the four is a definition. A US liquid quart is 32 fluid ounces and a cup is 8, both descended from the US liquid gallon of exactly 231 cubic inches. Once the inch was fixed at 2.54 centimetres, the whole chain became exactly expressible in metric.

The division therefore contributes no error. Everything that goes wrong when a recipe is scaled happens in the pan and the freezer rather than in the arithmetic, which is why most of this page is about capacity rather than about decimals.

The same quantity is two pints, thirty-two fluid ounces and 946.35 millilitres. It is also 5.67 percent less than a litre, which is the single most useful number to carry when cooking American recipes from metric packaging.
Brim capacity against working capacity
Cookware is rated by how much still liquid it holds to the rim, because that is the only figure that can be defined without knowing the contents. Working capacity is smaller and depends on behaviour: about two thirds for a simmer and about half for anything that foams or spits.

None of these are standards. They are the allowances that stop a pan boiling over and a frozen tub lifting its lid, and they are why a recipe should pick a pan a size above its arithmetic.
The dry quart is a different unit
Produce sold by the quart uses the US dry quart of 67.200625 cubic inches, against the liquid quart of exactly 57.75. It is 16.36 percent larger. Converting cups of berries into quart punnets crosses between two formally separate systems, and the arithmetic on this page applies only to the liquid one.
How to use the cups to quarts converter
A US liquid quart is four cups, so converting cups to quarts is a division by four. Both units are whole multiples of the fluid ounce — 8 to the cup and 32 to the quart — which makes the ratio exact by definition and the answer free of any rounding error at any quantity.
The reason to convert is nearly always equipment. A recipe measured in cups has to go into a pot, a jar or a freezer container, and all three are sold in quarts. Twelve cups of stock is three quarts, which is a shopping decision rather than a measuring one.

The trap is treating a pot’s rating as its working capacity. Cookware is measured to the brim, so a pot sold as two quarts holds two quarts of still liquid and considerably less of anything that moves. A simmering stock needs somewhere to go when it climbs, and a boiling one needs more.
The ladder itself is straightforward and worth having in view. Four cups make a quart, four quarts make a gallon, so sixteen cups fill a gallon. Halving twice gets from a quart to a cup, which is why American recipes double and halve so easily without producing awkward numbers.

Scaling a batch into a vessel
Doubling a recipe is arithmetic; fitting it is not. The volume grows in proportion but the pan does not, and a batch that worked comfortably at four cups can boil over at eight in a pan chosen by its rating rather than by what it can actually hold while moving.
The other half of the problem is the burner. A wider pan evaporates faster, so a doubled stock in a wide pan reduces more than twice as fast at the same heat, and a doubled stock in a tall narrow one reduces less. Scaling the liquid without adjusting the time changes the result in both directions.

A pan rated at two quarts is not a lie; it is a brim measurement, which is the only capacity that can be defined without knowing what you are cooking. The working capacity depends on whether the contents simmer, foam or spit, and that is the cook’s call rather than the manufacturer’s.
Freezing has the mirror problem. Liquids expand as they freeze, so a quart container filled to its mark with stock will push its lid off. Filling to about nine tenths is the usual allowance, which makes a quart tub a safe home for a little under four cups.
The quart in metric terms
A US liquid quart is 946.35 millilitres, which is 5.67 percent short of a litre. That single figure covers the whole system, because every US liquid measure descends from a gallon of exactly 231 cubic inches while every metric one descends from the litre. A US cup sits the same 5.67 percent below 250 millilitres.
It matters when a recipe in cups is being cooked from a metric shopping trip. Sixteen cups is four quarts and 3,785 millilitres, which is not four litres. Buying four one-litre cartons for a sixteen-cup recipe leaves about 215 millilitres spare, which is nearly a full cup.
