A US cup is exactly 16 tablespoons, so multiply cups by 16. Half a cup is 8 tablespoons, a quarter cup is 4 and three quarters is 12. The awkward one is a third of a cup, which works out to 5 and a third tablespoons, or 5 tablespoons plus 1 teaspoon.
This is US customary measure. An Australian cup holds 12.5 Australian tablespoons, because their tablespoon is 20 mL rather than about 15.

The formula, worked line by line
There is no constant to look up and no decimal to carry. The US customary volume measures are built as a chain of whole-number ratios on top of the fluid ounce, and the cup and the tablespoon sit four steps apart on that chain. A cup is 8 fluid ounces; a tablespoon is half a fluid ounce; therefore a cup is 16 tablespoons.
The fluid ounce underneath them is the part with the exact decimal, and it comes from the gallon. The US liquid gallon is exactly 231 cubic inches, which is exactly 3.785411784 liters, and dividing by 128 gives a fluid ounce of exactly 29.5735295625 mL. Every kitchen measure above is a whole fraction of that figure.

In metric that is 236.59 mL made up of sixteen spoonfuls of 14.79 mL each. The reason to know the tablespoon count rather than the milliliter figure is that a spoon is a physical object you can count, while 236.59 mL is a quantity no jug is graduated to show. The spoon method trades precision for something you can actually execute.
Where the counting method loses to a scale
Every spoonful carries its own filling error, and those errors add rather than cancel if you fill each spoon the same slightly generous way. A 2 percent overfill repeated across sixteen spoons is still 2 percent, but a heaped spoon rather than a level one can be 50 percent over, and sixteen of those is a completely different quantity from a cup.

Below about ten spoonfuls the method is quick and reliable. Above it, a jug or a scale is faster and less error-prone.
Volume measures a space, not an ingredient
One thing worth stating plainly, because it is the limit of everything on this page. A tablespoon measures volume, so it counts the same for flour, sugar, salt and oil even though those four weigh wildly different amounts. Converting cups to tablespoons is exact; converting either of them to grams is not, and depends on the ingredient.
That is why professional baking recipes publish weights. A cup of flour can hold anywhere from about 120 to 160 grams depending only on how it was scooped, and the same variation applies to every spoonful you count out. If a recipe depends on ratios rather than rough quantities, a scale removes the problem instead of managing it.
How to use the cups to tablespoons converter
The cup measure is dirty, or buried, or you never owned the size the recipe wants. That is the moment this page exists for. Tablespoons are the measure most kitchens have several of, they wash in seconds, and every US cup fraction can be built out of them because the relationship between the two is a whole number.
A US cup is exactly 16 tablespoons, by definition rather than by measurement, because both are defined from the US fluid ounce: a cup is 8 fluid ounces and a tablespoon is half of one. Multiply cups by 16 and the answer is exact. There is no rounding anywhere in the arithmetic, only in how carefully you fill the spoon.

The common fractions all land on whole numbers, which is what makes the method practical. A quarter cup is 4 tablespoons, a third is the awkward one, a half is 8, and three quarters is 12. The eighths work too, since an eighth of a cup is 2 tablespoons, so 3/8 is 6 spoons and 5/8 is 10.

Only the thirds fail to land on a whole spoon, which is exactly why a dedicated one third cup measure is sold at all.
Counting is the other risk. Sixteen spoonfuls is a lot of repetitions to keep track of while doing something else, so for anything above about half a cup it is usually faster to measure by weight or in a jug. The spoon method is at its best for the quarter, third and half cup quantities, where the count stays under ten.

Why one third of a cup is the hard one
Sixteen does not divide by three, and that single fact is why a one third cup measure exists as a physical object in a way that, say, a one fifth cup measure does not. A third of a cup is 5 and a third tablespoons. There is no way to count that out in whole spoons, so the recipe writer either sells you a dedicated measure or sends you down to teaspoons.
Teaspoons rescue it cleanly. A tablespoon is exactly 3 teaspoons, so a third of a tablespoon is exactly 1 teaspoon. That makes a third of a cup 5 tablespoons plus 1 teaspoon, with nothing left over, and two thirds of a cup 10 tablespoons plus 2 teaspoons. Both are exact, not approximations, because 48 teaspoons make a cup and 48 divides by three.

Check it in teaspoons and the arithmetic is even simpler: a cup is 48 teaspoons, and 48 divided by 3 is 16 teaspoons, which is 5 tablespoons of 3 teaspoons each with 1 teaspoon left over. Two thirds is 32 teaspoons, or 10 tablespoons plus 2 teaspoons. Neither figure needs rounding at any point.
Typing 0.33 into a converter is the trap that follows from all this. A third is 0.3333 recurring, so 0.33 returns 5.28 tablespoons where the true answer is 5.33. The gap is 0.05 of a tablespoon, about a sixth of a teaspoon, which is harmless in a stew and worth avoiding in a bake. Enter 0.3333 if you want the decimal, or just measure 5 tablespoons and a teaspoon.
Whose tablespoon, and whose cup?
The sixteen-tablespoon cup is a US customary fact and it does not travel. A US cup is exactly 236.5882365 mL, being 8 US fluid ounces, and a US tablespoon is exactly 14.78676478125 mL, being half a fluid ounce. Sixteen of the second makes one of the first because the definitions were built that way, not because anyone measured.
Elsewhere the numbers move. The metric cup used across much of Europe and in Australia and New Zealand is a round 250 mL, and the metric tablespoon is a round 15 mL, which would give 16.67 tablespoons per cup. Australia then goes further and defines its tablespoon as 20 mL, which makes an Australian cup exactly 12.5 Australian tablespoons.

A 250 mL metric cup is 16.91 US tablespoons, which is why a metric cup measure cannot stand in for an American one.
In practice the US tablespoon and the 15 mL metric tablespoon are within about 1.4 percent and can be swapped without anyone noticing. The Australian 20 mL spoon cannot: it is a full third larger, so four Australian tablespoons hold as much as five and a bit American ones. If a recipe is Australian and calls for several tablespoons, that difference is real.
