The formula, worked line by line
US customary volume is a chain of halvings, and the tablespoon sits three steps down it. A gallon is 4 quarts, a quart is 2 pints, a pint is 2 cups, a cup is 8 fluid ounces, and a fluid ounce is 2 tablespoons. Multiply the last two and a cup is 16 tablespoons exactly.
That exactness is worth stating plainly, because most kitchen conversions are approximations dressed up as facts. This one is not. Sixteen tablespoons to a cup and three teaspoons to a tablespoon are definitions within the same system, so the arithmetic carries no rounding and no regional variation inside the United States.

Four tablespoons is a quarter cup, which is also 2 fluid ounces, 12 teaspoons and 59.15 mL. It is the most common part-cup quantity in American baking, and it is the one worth committing to memory because it lets you build an eighth, a half and three quarters by halving and doubling from a single anchor.
Why the thirds need a teaspoon
Sixteen is not divisible by three, so a third of a cup is 5.333 tablespoons and two thirds is 10.667. Neither is measurable with spoons alone. Switch to teaspoons and the problem vanishes: a cup is 48 teaspoons, 48 divides by three cleanly, and a third of a cup is exactly 16 teaspoons.

Volume is not weight
One limit deserves naming. A tablespoon measures volume, and baking accuracy usually depends on weight. A level tablespoon of flour, of sugar and of honey occupy the same space and weigh very different amounts, so converting spoons to grams needs the density of the specific ingredient rather than any universal factor.
The gap widens with how the ingredient is handled. Flour scooped straight from the bag packs down and can weigh substantially more than flour spooned in and levelled, which is why serious baking recipes give grams. Use spoons and cups for liquids and for small quantities, and use a scale for anything where the ratio matters.

The halving fractions are painless because sixteen halves cleanly four times over. A half cup is 8 tablespoons, a quarter is 4, an eighth is 2 and a sixteenth is a single tablespoon. Three quarters is 12 and five eighths is 10, so anything built from halves lands on a whole spoonful every time.

A tablespoon is 3 teaspoons, which is how the thirds resolve into something you can actually measure.
Thirds are where it falls apart, and that awkwardness is the entire reason a 1/3 cup measure exists as a separate piece of metal. Sixteen does not divide by three, so a third of a cup is 5.333 tablespoons. You cannot pour a third of a spoonful, and no set of measuring spoons offers one.

Measuring thirds when you only have spoons
A cup divides into sixteen tablespoons, and sixteen is a power of two. Every fraction built from halving works out to a whole number of spoonfuls, and every fraction built from thirds does not. That single fact explains the shape of a measuring cup set, which always includes a third even though a third is not a half of anything.
The way out is the teaspoon. Three teaspoons make a tablespoon, so a cup is 48 teaspoons, and 48 does divide by three. A third of a cup is 16 teaspoons, which is 5 tablespoons and 1 teaspoon. Two thirds is 32 teaspoons, which is 10 tablespoons and 2 teaspoons.

Working in tablespoons rather than cup fractions is what makes this tractable. Two thirds of three quarters is one half, which is obvious in spoons and much less obvious written as fractions of a cup. Convert to spoons, scale, then convert back, and the awkward step disappears.
The same trick handles the sixths, which show up constantly when a recipe is halved. A sixth of a cup is 2 tablespoons and 2 teaspoons, because 48 teaspoons divided by six is 8, and 8 teaspoons is 2 tablespoons with 2 left over. A twelfth of a cup is 4 teaspoons, or 1 tablespoon plus 1 teaspoon.
The tablespoon is not the same size everywhere
This converter is US customary from end to end, and the caveat matters more here than in almost any other kitchen conversion. A US tablespoon is half a US fluid ounce, which works out to 14.7868 mL. The metric tablespoon used across most of Europe and in the United Kingdom is defined as exactly 15 mL.
Australia is the outlier and it is not a small one. The Australian tablespoon is 20 mL, a third larger than the metric spoon and 35 percent larger than the US one. An Australian recipe calling for 4 tablespoons wants 80 mL, whereas 4 US tablespoons deliver 59.15 mL. On a leavening agent or a strong spice, that difference is the whole dish.

The cup is doubled up as well. A US customary cup is 236.5882 mL, while the FDA sets the cup at 240 mL for nutrition labelling under 21 CFR 101.9, and metric recipes commonly use a 250 mL cup. The spread between the smallest and largest of those is nearly six percent of the quantity.
The practical rule is to identify the origin of the recipe before you measure anything. American, British and Australian recipes all say tablespoon and cup and all mean something slightly different by both. Where a recipe gives grams or millilitres alongside the spoons, use those figures and ignore the spoons entirely.
