The missing 0.001 is 0.2425 of a day, or five hours and forty-nine minutes. It is not an error in the conversion; it is the amount a common year falls short of the calendar average, and it is repaid the next time February gains a day.

The leap rule, in full
The rule has three clauses and most people know only the first. A year divisible by four is a leap year. A year divisible by one hundred is not, despite being divisible by four. A year divisible by four hundred is a leap year after all, overriding the second clause.
So 1996 and 2024 were leap years, 1900 was not, and 2000 was. The next century year to be skipped is 2100, which will be the first time since 1900 that a February has 28 days in a year divisible by four. Anyone assuming a simple four-year cycle will get that year wrong.

Ninety-seven leap days in four hundred years is what produces the 0.2425. The Julian calendar used a hundred, giving 365.25, which ran about three days ahead of the seasons every four centuries — the error the Gregorian reform was built to fix.
The refinement matters more than it sounds. Over 400 years the Julian calendar drifts about three days against the seasons; over a millennium and a half that reached ten days, which is why the calendar skipped from 4 to 15 October in 1582 when the reform took effect.
When the average is the wrong tool
A duration and a dated span are different questions. Converting 1,000 days to years gives 2.738, which is correct as a duration and tells you nothing about which date you land on. Two spans of 1,000 days starting a year apart can contain different numbers of leap days.
Legal and medical contexts usually mean the dated span. A 90-day notice period runs from a date to a date, and whether it crosses 29 February changes nothing about its length in days but everything about the calendar date it ends on. The day count is the contract; the year figure is a description.
