The formula, worked line by line
The week is exact and the year is an average, which is the only complication here. A week is seven days by definition. A Gregorian year averages 365.2425 days, because the calendar adds a leap day every fourth year, skips it in century years, and restores it in years divisible by four hundred.

The answer is deliberately not 1. Rounding it to a year would hide the 1.2425 days that cause the weekday drift, the 53-week payroll year, and the reason a "52 week" plan finishes before the year does.

Why 52 weeks is not a year
The seven-day week has no astronomical basis. It is not a division of the lunar month or the solar year; it is a convention that has run continuously for thousands of years regardless of what the sun and moon were doing. So there is no reason for it to divide evenly into a year, and it does not.

This is the most familiar effect of the 1.2425 days and almost nobody connects the two. A leap year is 52 weeks and two days, which is why a date jumps a weekday rather than stepping to the next one.
The same arithmetic explains why a date returns to the same weekday on a 28-year cycle in the Julian calendar, and on a less tidy cycle in the Gregorian one because of the skipped century leap years. Seven and four have no common factor, so the pattern takes 28 years to close.
The 53-week year is real
ISO 8601 defines a week-numbering year made of whole weeks, each starting on a Monday. Because a calendar year is not a whole number of weeks, an ISO year contains either 52 or 53 of them, and the 53-week years arrive on an irregular pattern driven by which weekday the year starts on.
This matters to anyone whose accounting runs on weeks rather than months. Retail and payroll calendars built on four and five-week periods hit a year with an extra week periodically, which shows up as an extra pay run or an extra trading week rather than as a rounding adjustment.
