One division by an exact power of ten. Kilo- is defined as a thousand, so there is no factor to look up and no rounding to disclose — only the question of whether the quantity is a length, an area, a volume or a rate.

Over ten kilometres the 1.6 shortcut is out by about sixty metres. Over a marathon it reaches roughly 250 metres, which is why race conversions use the exact figure even though nobody runs to that precision.
The sanity check
Metres are smaller than kilometres, so there must be more of them. Going from metres to kilometres the number has to get smaller; if it grew, the operation was backwards. It is a one-line check that catches the most common error in any conversion, in either direction.

The mile is the other figure that refuses to be round. It is exactly 1,609.344 metres, which is 1.609344 kilometres — exact, and awkward, because the mile was defined against the metre rather than alongside it. The familiar 1.6 is a shortcut about 0.58 percent short.
Which is why lane assignments matter and why staggered starts exist. Every lane outward adds a fixed amount to a lap, and the stagger compensates for it exactly. The 400 metres is a property of the measurement line, and every other line on the track is longer by a calculable amount.

The half marathon carries a trailing half metre because it is defined as exactly half the marathon. Rounding it to 21,098 m would break that relationship for no benefit.

Defined in metres, awkward in kilometres
A unit choice made at definition time propagates forever. Distances fixed in metres come out as whole numbers there and as decimals everywhere else, and the decimals look like sloppiness to anyone who has not seen the original definition.

The distance itself is a historical accident that was later fixed as the standard rather than tidied up. Once fixed, it became a definition, and definitions do not get rounded to make other units look better.
Course certification works from the metric figure for the same reason. A course measured to the mile figure of 26.2 would be about a hundred feet short, which is trivial for a runner and disqualifying for a record, so the certification standard uses the metres.
What changes when the quantity is not a length
The thousand applies to a length and to nothing else. An area picks up the factor twice and a volume three times, so a square kilometre is a million square metres rather than a thousand. The units look nearly identical and the arithmetic gives no warning at all.

Speed is the other case where a single factor is not enough. Kilometres per hour to metres per second changes the distance unit by a thousand and the time unit by 3,600, so the combined factor is one over 3.6. Applying only the distance factor gives an answer 3.6 times too large.
