The two trailing zeros came from the multiplication, not from the tape. If that wall is about to be fitted to within a few millimetres, it needs measuring again in millimetres rather than converting.
Three places, not two
Moving the decimal two places gives centimetres and an answer ten times too small in this direction. Because both results are plausible dimensions, nothing about the number signals the error. Counting the zeros in the factor is the only reliable check.

How to use the meters to millimeters converter
Multiply by a thousand. Milli- means exactly one thousandth, so the factor is a definition and the operation moves the decimal point three places right. It cannot introduce error, and no source anywhere disagrees about the number.

A room measured to the nearest centimetre and recorded as 4.2 m becomes 4,200 mm — and those last two zeros are not a claim that the wall is within a millimetre of 4,200. They are an artefact of moving the decimal point.
That distinction matters practically rather than pedantically. A cutting list generated from converted room measurements will be out by whatever the original measurement was out by, and the millimetre-precision figures on the list imply otherwise to whoever cuts from them.

The boundary between two vocabularies
Every trade settles on the rung of the ladder that makes its numbers whole, and the boundaries between trades are where conversions happen.
