The formula, worked line by line
One multiplication by an exact power of ten. Centi- means one hundredth by definition, so the factor of 100 is not a measured quantity and no better value can exist. The conversion is a notation change rather than a calculation.

Notice that the definition depends on the second. The whole modern SI is built that way: a small set of fixed constants, with every unit derived from them, so that no unit depends on an object that could be lost or could drift.

The drawing figure carries no unit because the drawing states it once, in its title block or an accompanying document, rather than on every dimension. That convention is what lets a plan stay readable.
Why metric-to-imperial figures are the rounded ones
The 1959 agreement defined the inch in terms of the metre, not the other way round. So 1 in equals exactly 2.54 cm, while 1 m equals 39.3700787... inches — a repeating decimal that has to be cut off somewhere. The exactness sits on the imperial side of that particular fence.

The decimetre, at a tenth, exists and is almost never used, which is why the everyday step from metres to centimetres is a factor of a hundred rather than of ten.

The imperial comparison runs the other way from what people expect. The inch is exactly 2.54 cm, so imperial-to-metric conversions are exact in that direction. Metric-to-imperial figures like 39.37 inches to the metre are the rounded ones, because they are reciprocals of exact numbers rather than definitions themselves.
One consequence: a metre realised in a laboratory in one country and another realised on the far side of the world agree because they are built from the same constants, not because both were compared against a bar in France. That is the whole architectural argument for defining units from constants of nature.

Choosing which unit to actually publish
The conversion is free, so the real decision is which unit the reader should see. The working rule is to pick whichever puts the number between one and a thousand, because that removes both leading zeros and long strings of digits, and those are where transcription errors live.

Height is the interesting case, because both units are in common use and which one sounds natural depends entirely on where the reader learned to describe people. Neither is more correct.
Different trades settled on different rungs and stayed there. Building drawings outside the United States dimension in millimetres, so a 2.4 metre ceiling appears as 2400. Fabric is sold by the metre. Screws and fasteners are specified in millimetres. None of these is arbitrary; each keeps the working numbers whole.
Conversion never improves a measurement
A tape measure reading of 1.75 m is good to about a centimetre. Converting it to 175 cm keeps exactly that. Converting it to 1,750 mm implies the measurement resolved to the millimetre, which it did not — the arithmetic produced a digit the tape never justified.

- Carry the same significant figures through the conversion
- Round once, at the end, rather than at each step
- State the unit the measurement was actually taken in
- Leave a space between the number and the symbol

- Add trailing zeros because the multiplication produced them
- Quote a converted figure to more places than its source
- Write 175cm with no space, or 175 cms with a plural
- Capitalise the symbol as CM or Cm

Heights collected in inches and displayed in centimetres cluster on multiples of 2.54, leaving regular gaps that look like a measurement artefact and are purely a conversion artefact. Knowing which unit is the original tells you which figure carries the rounding.
