The formula, worked line by line
One division by an exact power of ten. Milli- means one thousandth by definition, so the factor is not a measurement and cannot be improved. The conversion is a change of notation rather than a calculation.

It is a sensible rule and it has one condition attached: the declaration has to exist and has to be read. A drawing that omits it, or a dimension lifted out of a drawing and pasted somewhere else, loses the only thing that made the bare number meaningful.

Eight feet is 2,438.4 mm and four feet is 1,219.2 mm, so the metric sheet was rounded down slightly to tidy numbers when the sizes were adopted. The 1,220 is a deliberate choice, not a conversion.

Three places left, every time. The commonest slip is two places, which produces centimetres and an answer ten times too large — and because both are plausible dimensions, nothing about the result signals the error. Counting the zeros in the factor is the check.

The convention that catches people is that drawing dimensions carry no unit at all. Standards allow the predominant linear unit to be stated once — in the title block or an accompanying document — and omitted from every individual dimension. So 2400 is a complete and unambiguous statement, provided you have read the note that says millimetres.
This is also why construction and manufacturing resist the metre for working dimensions. A metre figure needs decimals for anything smaller than a room, and a decimal point is the mark most easily lost to a bad print, a fax or a photocopy. Whole millimetres survive reproduction in a way that 2.4 does not.

Why drawings avoid the metre
The choice of unit on a drawing is a legibility decision, not a national one. Millimetres put nearly every building and component dimension into the integer range between about ten and ten thousand, which is exactly where numbers are easiest to read, hardest to misread, and impossible to lose a decimal point from.

The last row is the argument. A lost decimal point in the metre column produces numbers that still look like dimensions, so nothing about them signals the error. Integers cannot fail that way.
The same reasoning explains the American equivalent. Machinists there moved from fractional inches to thousandths of an inch, which puts their working tolerances into whole numbers too. Both trades solved the identical problem by descending to whatever rung made the numbers integers.
Converting without inventing precision
Dividing by a thousand produces three decimal places whether or not the measurement earned them. A dimension given as 2,400 mm is 2.4 m; writing 2.400 m claims resolution to the millimetre, which the drawing may or may not support depending on the tolerance it carries.

Tolerance is the practical test. If a dimension is specified as 2,400 plus or minus 2 mm, the metre equivalent is 2.4 m plus or minus 0.002 — technically correct and considerably harder to read. That is the point at which converting has cost something rather than gained anything.

Why do drawings show dimensions with no unit?
Because standards allow the predominant linear unit to be declared once for the sheet and omitted from each dimension. A figure reading 2400 is complete provided the drawing states millimetres somewhere. Any dimension in a different unit does have to be labelled individually.
